Move In

  • Rental Assistance

  • Rental assistance is paid on time and in full the 1st of each month via direct deposit.
  • The HOM participant is the leaseholder and the sole tenant for the dwelling unit. HOM enters a Housing Assistance Payments (HAP) Contract or Rental Assistance Agreement with owner/operator to provide rental assistance to HOM participants and their authorized family members. 
  • Tenants are required to pay a portion of their adjusted monthly income towards the cost of rent and utilities, which is calculated in accordance with applicable program guidelines.
  • The remaining portion of the Contract Rent for the dwelling unit is subsidized by the program and is paid directly to the Owner/Operator.  
  • If a tenant loses their income, their portion will drop and rental assistance can step in to fil the gap! 
  • Direct deposit eliminates problems associated with lost or stolen checks and saves all of us time and money.

Move Out

  • Risk Mitigation Funds

If damage or eviction occurs despite interventions, the Owner will follow the Risk Mitigation Fund Guidelines and submit a damage claim in seeking reimbursement from Threshold for move-out charges up to:

  • One month’s contract rent in move-out charges for Threshold-assisted tenants during their tenancy 1x time the monthly contract rent in vacancy loss.
  • 1x time the monthly contract rent in vacancy loss coverage. Be sure to complete and submit the damage claim worksheet within 30 days of the move-out inspection.

All the programs provide both financial rental assistance and client-centered supportive services designed to ensure housing stability and recovery. Supportive services provider partners – integrated behavioral health and homeless services providers – help tenants achieve their goals, generally including

  • case management,
  • mental health treatment and counseling,
  • substance use treatment,
  • assistance with daily activities,
  • skills training and development,
  • transportation,
  • health education,
  • conflict resolution,
  • crisis response,
  • assistance with socialization and seeking employment.

  • You always have access to a 6-person team, dedicated to helping you and your team process or answer questions regarding:

Lease Up

  • Request for Tenancy Approval (RFTA)

Once an applicant has been approved, the operator must complete a Request for Tenancy Approval (RFTA) which includes payment information, lease details, and comparable units to verify rent reasonableness. The RFTA can be found at www.thresholdaz.com/rfta. Other than lease information, a RFTA consists of the following information:

Submit this packet to RFTA@HOMInc.com for processing. A Housing Specialist – a housing professional, often a prior property manager, current REALTOR licensee, or expert in a related field – assigned to support the specific participant, will reach out with any questions or inquiries. 

Helpful Tip: This Housing Specialist will be the lead point of contact regarding the individual tenancy, including processing the RFTA, scheduling leases, coordinating care with service providers, and addressing any tenancy concerns. 

  • Inspection

  • An inspection ensures all parties are covered with a documented review of the unit’s condition. We use Housing Quality Standards (HQS), and this will help save time by helping your unit pass the first time. Inspections are scheduled by the Housing Specialist.
  • Inspections are also required annually to ensure that the dwelling unit continues to meet Housing Quality Standards. Other Inspections can be scheduled as needed at the request of the operator or tenant.

List

  • List your Vacancies on Padmission
  • Build and keep your properties updated with the most recent vacancies, expediting lease-up, all for free!
  • Padmission is a closed, internet-based listing system (ILS) exclusive to Threshold partners and voucher-holders. 
  • Threshold has a Padmission Specialist to help you quickly get into Padmission and lease up your units fast!
  • Update your unit availability with one-click via a convenient email sent to your inbox, as often as you would like. 
  • Add your pet policy, preferred programs, and move-in costs to expedite leasing your units. 
  • Approve a Tenancy

  • Use your standard rental application and tenant selection criteria in considering Threshold applicants. We verify the applicant’s eligibility to receive rental assistance; you choose the rest.
  • Wait until the RFTA is processed and inspection has passed before signing a lease to save time later
