Director of Housing Programs, Landlord Relations
Leading the entire Landlord Support Team is the Director of Housing Programs, Landlord Relations. This strategic role oversees all landlord partnerships across the state, ensuring precision, transparency, and mutual success. The Director leads collaboration across departments and manages resources and payments. They also advocate for policies that expand affordable housing opportunities while protecting landlord interests. With tools like Padmission Connect and Padmission Journey, they keep operations efficient and centered on building strong, long-term relationships.
Landlord Engagement Supervisor
The Landlord Engagement Supervisor is often your first point of contact when joining the program. This role leads outreach efforts and supervises the Property Account Specialists. They guide new landlords through onboarding, build relationships, and reduce participation barriers. They also ensure that properties are integrated smoothly into the program. By managing account setup and staying proactively engaged, the supervisor helps retain current partners and attract new ones. In doing so, they grow a network of landlords committed to housing stability.
Property Account Specialists
Property Account Specialists are the administrative experts who get you fully set up in the program. Working under the Landlord Engagement Supervisor, they handle all onboarding paperwork with accuracy and speed. They guide you through Padmission Connect (HOM’s online portal for property and unit listings), verify ownership using Maricopa County records, and process critical forms — including W-9s, direct deposit authorizations, Taxpayer IDs, and Property Management Agreements.

Landlord Support Supervisor
Once onboarding is complete and a tenancy is active, you’ll transition to working with the Landlord Support Supervisor and your dedicated Landlord Support Specialist.
The Landlord Support Supervisor oversees the day-to-day support team, ensuring consistent, high-quality service. They manage key processes like Request for Tenancy Approvals (RFTAs), lease renewals, and compliance requirements while fostering collaboration across departments. This role also focuses on staff training — equipping specialists to handle every situation professionally, efficiently, and with empathy — so your experience remains positive and stress-free.
Landlord Support Specialists
Your Landlord Support Specialist is your primary day-to-day contact. These frontline experts, managed by the Landlord Support Supervisor, provide personalized, responsive support tailored to your properties and preferences. They handle lease renewals and non-renewals, RFTAs, rent reasonableness determinations using local comparables, and updates to rent and utility allowances. With a deep understanding of your portfolio, your specialist ensures approvals and resolutions happen quickly and correctly.
Inspections Supervisor
The Inspections Supervisor leads the team responsible for ensuring every unit in our programs meets HUD inspection standards from move-in through move-out. This role oversees all inspection operations, supports landlord partners through the compliance process, and ensures inspections are completed with consistency, fairness, and transparency. They also partner closely with the Landlord Support Supervisor and Landlord Support Specialists to resolve inspection-related concerns quickly and help landlords navigate requirements with confidence.
Housing Inspectors
Our Housing Inspectors conduct move-in, annual, special, and move-out inspections to protect both tenant safety and your investment. They verify smoke detectors, electrical systems, structural safety, and overall unit conditions — documenting everything to support fair security deposit returns and damage claims. During lease renewals, they confirm ongoing compliance to keep units eligible for payment.

HOM Housing Inspectors confirm that each rental unit meets essential safety, cleanliness, and habitability standards.
Inspections Support Specialist
Our Inspections Support Specialist handles all of the scheduling for annual inspections for central Arizona and the Arizona Department of Housing (ADOH). They are also responsible for completing damage claims and obtaining security deposit dispositions from landlords, as well as other administrative duties.
