Through our Threshold program, we strengthen communities and build long-term solutions. Today, we are proud to welcome Chris Hooley as our new Director of Housing Programs, Landlord Relations — a role central to advancing this mission. 

With a strong background in housing support and a passion for community impact, Chris will lead our efforts to deepen collaboration with landlords and property owners across Arizona. He will also guide cross-departmental initiatives and project management. Furthermore, he will oversee program payment processes, including supervision of Accounting Specialists. Together, these enhancements streamline operations, improve accountability, and ensure stronger partnerships that benefit both landlords and tenants. 

About Chris Hooley

A proud Arizona native and graduate of Arizona State University, Chris brings more than seven years of experience in the behavioral health field, focusing on housing programs that help individuals and families achieve lasting stability. This work has given Chris a deep appreciation for the essential role landlords play in creating pathways out of homelessness. 

Chris is committed to building strong, supportive relationships with landlords and property owners. A primary focus of Chris’s efforts will be to ensure landlords feel heard, valued, and equipped to succeed. In this role, Chris will work to expand collaborative housing opportunities. He will also advocate for practical, balanced solutions that serve both tenants and landlords. 

Looking Ahead at HOM

As Director of Housing Programs, Landlord Relations, Chris will prioritize: 

  • Strengthening Threshold’s landlord network and external communications. 
  • Managing operational resources with transparency and integrity. 
  • Expanding the use of Padmission Connect to connect more properties with those in need. 
  • Driving cross-departmental collaboration and project innovation. 
  • Supporting seamless program payments and financial processes. 
  • Empowering team members to grow professionally and deliver exceptional service. 

Building Stronger Partnerships and Advocacy

Threshold already partners with more than 600 landlords and property managers representing over 1,350 properties. Chris will build on this foundation by enhancing support services. He will offer risk mitigation and ensure access to our dedicated Landlord Support Specialists. 

In addition, Chris will champion policies that expand affordable housing and tenant stability, leveraging expertise in behavioral health and community partnerships to advocate for meaningful change at local and state levels. 

A New Chapter for HOM

Chris’s appointment marks an exciting step forward for HOM and the Threshold program. With deep roots in Arizona and a proven commitment to housing solutions, Chris is uniquely positioned to lead us into the next phase of impact. By focusing on operational excellence, stronger partnerships, and innovative strategies, Chris will help build on our existing success and bring us closer to our vision of ending homelessness in Maricopa County.
